Immigrate to Canada Through the Atlantic Immigration Program (AIP)
Canada’s Atlantic provinces—New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador—offer a unique lifestyle with stunning coastlines, close-knit communities, and growing job opportunities. If you’re looking for a pathway to Canadian permanent residency in a peaceful and welcoming region, the Atlantic Immigration Program (AIP) could be your ideal route.
In this guide, we’ll explain how the AIP works, who qualifies, and how to apply—step-by-step.
What Is the Atlantic Immigration Program?
The Atlantic Immigration Program (AIP) is a federal initiative aimed at helping designated employers in the Atlantic provinces hire skilled foreign workers and international graduates. Unlike traditional immigration pathways, the AIP is employer-driven and does not require a Labour Market Impact Assessment (LMIA), making it faster and more accessible for many candidates.
Why Choose the Atlantic Immigration Program?
Here are the top reasons why skilled workers and graduates choose the AIP to become permanent residents of Canada:
No LMIA Required
AIP applications are exempt from the LMIA process, saving both employers and applicants time and effort.
Direct Pathway to Permanent Residency
Approved applicants receive permanent resident (PR) status immediately, with access to healthcare and social services—no need to wait years or go through a temporary-to-PR transition.
Pre-Arrival and Post-Arrival Settlement Support
You’ll receive a personalized settlement plan from a designated service provider, helping you and your family adjust to life in Canada. Services include housing assistance, job readiness programs, and local orientation.
Family-Friendly Immigration
The AIP allows spouses and children to accompany the principal applicant. Spouses can apply for open work permits, and children can attend public school.
AIP Eligibility: Who Can Apply?
The AIP is divided into three streams, depending on your education and work experience:
1. Atlantic High-Skilled Program
For: Experienced professionals and managers in TEER 0, 1, 2, or 3 occupations (under the NOC system).
Requirements:
- 1+ year of full-time work experience in a qualifying occupation (within last 5 years)
- Post-secondary education (Canadian or equivalent + ECA report)
- Language test results with CLB 5 or higher (English or French)
- Proof of settlement funds (unless working in Canada)
2. Atlantic Intermediate-Skilled Program
For: Workers in TEER 4 (intermediate-skilled) occupations.
Requirements:
- 1+ year of full-time experience in a TEER 4 occupation
- Minimum high school diploma (Canadian equivalent)
- Language test results with CLB 4
- Proof of settlement funds (unless in Canada with a work permit)
3. Atlantic International Graduate Program
For: Recent graduates from publicly funded colleges/universities in one of the Atlantic provinces.
Requirements:
- Full-time 2-year post-secondary program completed in Atlantic Canada
- Graduated within the past 24 months
- No work experience required
- Language proficiency of CLB 5
- Proof of settlement funds (unless already in Canada)
Step-by-Step: How to Apply for the Atlantic Immigration Program
- Secure a Job Offer from a Designated Employer -- Employers must be officially designated by their province. Browse provincial websites or job boards for listings.
- Get a Settlement Plan -- Collaborate with a designated settlement service provider to develop a personalized plan for you and your family.
- Obtain a Provincial Endorsement -- Your employer submits your job offer and settlement plan to the province. Once approved, you’ll receive an endorsement letter.
- Apply for Permanent Residence -- Submit your PR application to Immigration, Refugees and Citizenship Canada (IRCC) using your endorsement letter. You may also apply for a work permit to start working while waiting.
AIP Program Update (April 2025): Changes in New Brunswick
As of April 4, 2025, New Brunswick has paused issuing endorsements under the Atlantic Immigration Program for certain occupations. Additionally, new employer designations are temporarily on hold. However, applications submitted before this date will still be processed.
