What Is the PGWP in Canada?

The Post-Graduation Work Permit (PGWP) is an open work permit that allows international students in Canada to gain valuable Canadian work experience after completing their studies at a PGWP-eligible Designated Learning Institution (DLI).

A PGWP offers:

  • The ability to work for any employer in Canada
  • A pathway to Canadian permanent residence through Express Entry and other immigration streams

Depending on the length of the program, a PGWP may be valid for up to 3 years. Applicants must apply within 180 days of receiving their final marks.

What Is a Designated Learning Institution (DLI)?

A DLI is a school authorized by a Canadian province or territory to admit international students. However, not all DLIs make you eligible for a PGWP. Graduating from a Canadian school doesn’t automatically guarantee work permit eligibility.

To check if your institution is PGWP-approved, visit the official IRCC list of DLIs.

Note: All primary and secondary schools in Canada are DLIs but are not PGWP-eligible.

How Long Is a PGWP Valid?

The length of your PGWP depends on your program of study and the validity of your passport:

  • 8 months to less than 2 years: PGWP matches the program duration
  • 2 years or more: You may get a PGWP for up to 3 years
  • Combined programs: If you complete two programs (each at least 8 months long), you may qualify for a longer permit

Distance learning, part-time studies, or long study gaps may affect eligibility.

Key Changes to PGWP Eligibility (Effective November 1, 2024)

In late 2024, Immigration, Refugees and Citizenship Canada (IRCC) announced important PGWP updates to align with Canada’s labour market needs. Two major changes apply starting November 21, 2024:

Mandatory Language Proficiency Requirement

For the first time, a valid language test is now required to obtain a PGWP.

Minimum Canadian Language Benchmark (CLB) scores:

Field of Study Restrictions for Non-Degree Programs

If you apply for a study permit on or after November 21, 2024, and your program is not a degree, your field of study must match Canada’s in-demand occupations to qualify for a PGWP.

Eligible fields include:

  • Agriculture and Agri-Food
  • Education
  • Healthcare
  • STEM (Science, Technology, Engineering, Mathematics)
  • Skilled Trades
  • Transportation
